Chenega International is a branch of Chenega International that has offices and personnel in North and South America, Europe, Africa and the Middle East. Chenega Europe HQ is in Belfast, Northern Ireland and headed by President John Douglas.

The Senior Management Team run all European operations, manage personnel within Europe and liaise with our international colleagues.

After a military career in the British Army spanning 27 years with an infantry regiment interspersed with a number of intelligence appointments and operations, John retired in order to develop business opportunities  in the Middle East.

Initially he worked on the Shell Pearl (GTL) project in Ras Laffan, Qatar and was responsible for the training and leadership development of the 250,000 strong construction workforce. He followed this by implementing a national training and education program in Yemen in partnership with Pearson Education and Sheikha Mozah’a youth enterprise, “Silatech”. After a period of political instability in Yemen John took up the appointment of Director Middle East, for Inspirational Development Group, affiliated with the Royal Military Academy Sandhurst to deliver youth development programs. Latterly, John returned to Yemen to take up an MD appointment with G4S as country lead to run the largest security company in the country responsible for critical infrastructure facilities.

In his time with Chenega John has continued to develop a training offering and a technical integration model targeted at major infrastructure and government projects on a global level.

Matt O'Hanlon

Vice President Operations

Matt joined Chenega in 2015 after 36 years’ service in the British Army as an infantry officer. Promoted to Brigadier in 2007, Matt has extensive experience in cross-cultural and international relations following senior diplomatic and operational posts in Berlin, Seoul, Washington, West Africa and Northern Ireland. His educational and training experience includes time as directing staff at the UK Defence Academy, teaching on the Advanced Command and Staff Course (Masters level equivalent).

Matt was responsible in 2003 for the establishment of the Horton Academy, the Armed Forces Staff College for the Sierra Leone Armed Forces and has considerable experience of high-level corporate consulting to head of government level. As Vice President Operations within Chenega International, Matt is responsible for facilitating the international delivery of Chenega technologies and services across four continents.

Worked with Defense contractors and Federal System Integrators in the Washington D.C. area

6 years working in Director level positions for system engineering, sales & support for computer hardware manufacturers. Locations in the US and 3 years’ international operations in Europe.

Owner of Deep Tek Diving Services. Conducted training programs, underwater explorer and expedition leader

President of Adamsoft Industries. A multi-state field service organization, providing IT and repair services to the private sector and for national support providers (Fujitsu, NCR).

Stephen James

Project Director (Facilities)

A chartered Chemical Engineer with over 20 years’ experience working in chemical manufacturing on Major Hazard sites, Stephen’s core skills are in risk, Health, Safety, Security and Environmental (HSSE) management. He held the role of Group HSEQ Manager and then in 2010, moved into HSE, emergency and crisis management consulting and became Managing Director of an international consultancy serving clients in UK, Europe, Middle East, Africa and Asia. This was primarily in Oil & Gas but covered wider sectors from energy and petrochemical to finance and insurance.

His primary specialisations are therefore in emergency management, crisis management, chemical process safety, environmental protection and spill management. He has delivered both practical and high-level improvement programs, major projects, advice and training at all levels in international organisations.

In his time with Chenega Stephen has focussed on strengthening the Chenega offering to industry clients, bringing his experience and expertise to provide HSSE packages and solutions. He leads projects and programs supported by a diverse team of experts.

Harry Harper

Director Ports and Maritime

Harry joined Chenega in 2017 and brings more than 35 years’ experience in the Military and Maritime Security industry. After 23 years with Her Majesty’s Royal Marines where he specialized in Maritime Counter Terrorism and Amphibious operations worldwide, on operations and in support of foreign governments.

After leaving the Corps Harry became a specialist Maritime Security Consultant on a variety of tasks including capacity building for several specialist Maritime Counter Terrorism units in various countries.

In 2003, Harry joined a well-established London based Global Risk Management company as Lead Consultant and was instrumental in the implementation of the new IMO initiative The International Ship and Port Facility Security (ISPS) Code. He developed and conducted numerous training courses for newly appointed Company, Ship and Port Facility Security Officers in line with the IMO Model course framework, carried out numerous security assessments and development of consequent security plans for approval by contracting governments for Ships, Ports and Offshore Oil and Gas Facilities followed by oversight of the implementation of the approved security plans.

From 2008 until 2016, Harry was employed directly by Abu Dhabi Ports Company, as the Ports Security Advisor. Working in liaison with the Federal and Abu Dhabi Governments on all aspects of threat and risk assessment, design, operational implementation and oversight of a multi - million integrated security solution at their Flagship Khalifa Port Development which successfully began operations in 2012.
